About Us

Organization Summary

The Association for Promoting Sustainable Agriculture & Environment Conservation (APSAEC) is a Non-Profit Association (NPA) working with communities in the Lao PDR.

APSAEC is dedicated to promoting sustainable livelihoods and environmental conservation in communities. APSAEC believes that sustainable development depends on ensuring the basic needs of vulnerable individuals and communities are met without harming the environment.

APSAEC focuses on sustainable agriculture, biodiversity conservation, renewable energy, water and soil conservation, and climate change adaptation. The organization collaborates with local communities to understand their needs and design tailored interventions. APSAEC also advocates for policies that support sustainable livelihoods and environmental conservation. By empowering communities to lead their development and conservation efforts, APSAEC aims to create a more resilient and equitable future for all.

Government Approval

The Request Letter on forming APSAEC Mobilization Committees was approved by the Ministry of Home Affairs (MoHA) on December 4, 2024.

The Request Letter on holding the APSAEC Founding Meeting was approved by the National Central Party Committee (NCPC) on September 5, 2025, and the meeting took place at the meeting room of the Central Lao Front for National Construction (CLFNC), Vientiane Capital on 31 October 2025.

The Agreement on the Authorization for the Establishment of APSAEC, Reg. No. 889/NCPC, was officially approved by the NCPC on November 26, 2025.

The Agreement on the Registration of APSAEC, Reg. No. 812/NCPC, was officially approved by the NCPC on November 17, 2025.

APSAEC has been officially authorized to implement and facilitate project initiatives across 17 provinces nationwide, as well as in the Nakhonluang Prefecture of Vientiane Capital.

Objective

1. Protect and conserve the natural environment: Environmental conservation efforts such as reducing pollution, minimizing waste, and promoting sustainable practices to preserve natural resources for future generations.

2. Enhance community resilience and well-being: Supporting vulnerable communities through sustainable livelihoods, climate-change adaptation, and community-development initiatives — improving socio-economic conditions particularly in rural areas.

3. Influence policy and practice for sustainable development: Advocacy and policy work to promote sustainable development, protect natural resources, and ensure the rights of vulnerable communities through research and evidence-based recommendations.

APSAEC envisions a future in Lao PDR where ecosystems are protected, biodiversity is conserved, and resources are used responsibly — where people live in harmony with nature and have access to sustainable livelihoods.

To promote and implement sustainable livelihood practices grounded in environmental conservation principles, to respect and recognize the equal worth and dignity of all individuals, and to advocate for the equal participation of marginalized groups.
