On August 27–28, 2026, a consultation meeting regarding the establishment of a fish sanctuary was held in Phatheung and Hadkhor villages, Pak Ou District, Luang Prabang Province.

      The main agenda items of this meeting included:

- The Plan for Establishing Community-Led Management of Fish Conservation Zones fish conservation zones (FCZ) or fish sanctuaries.

- Legal Dissemination: Dissemination of the Law on Aquatic Animals and Fisheries (Revised Edition), No. 41/NA. 

 - Selection Criteria: Qualifications and criteria for selecting village-level FCZ Management Committees. 

 - Regulations & Zoning: Formulation of village regulations for the management and utilization of the FCZ, as well as determining the FCZ boundaries. 

The outcome of the meeting indicated that the local authority along with the residents of both villages agreed to and endorsed the implementation of the Plan for Establishing Community-Led Management of FCZ, and jointly determined the boundaries of the sanctuary in a participatory manner. 

Following the meeting, each village will draft its local regulations for sanctuary management and use, and select members for the FCZ Management Committee to seek formal approval from village and district authorities, establishing a baseline framework for next-stage implementation.
